Mining and Labor Adjustments

This hotfix addresses several mechanical issues introduced in recent updates. Mining has received a significant pass: base speeds are faster across different materials, and native metals no longer take an excessive amount of time to excavate. Additionally, the "lack of drink" penalty on work speed has been tuned down to be less punishing in the early stages of mining.

Bug Fixes and UI

A bug causing extremely slow deconstruction has been resolved, ensuring structures are removed at a reasonable pace. The UI has also been improved with a fix for the broken scrollbar in the work detail labor list, restoring navigation for large lists of tasks.
