Summary

Pop & Ethics Overhaul

The core of the 'Cygnus' update is a fundamental rework of how Pops interact with Ethics and Factions. Pops are no longer strictly divided; instead, pop groups contain percentages of various ethics. This is a breaking change that will invalidate older save games. Ethics shifting and faction conversion now occur more frequently, and the UI has been updated with verbose tooltips to show attraction modifiers.

Ship Design & Auto-Designer

Players and AI now have significantly more control over automated ship designs through new policies. Fleet Doctrines allow players to set tactical roles (e.g., brawlers vs. carriers), while Weapon and Defense Preference policies steer both the auto-designer and technology research priorities. Starbases and Orbital Rings have also been overhauled with type-specific weapon modules that auto-upgrade based on researched tech.

Nomad & Federation Updates

Nomadic empires receive expanded compatibility, gaining access to the Knights of the Toxic God origin and Cosmogenesis. Federations can now enact laws to provide free, automatic Commercial Pacts and Research Agreements among members. Additionally, empire customization has been improved with independent selection for map borders, fill colors, and ship colors.
