- fixPops: POP_ETHOS_MIN_ATTRACTION is now ignored when no ethic reaches it, preventing ethics shifts from being suppressed entirely.

- buffPhilosopher King: Philosopher King leaders can now be assigned to govern the empire capital.
- fixLeaders: Leader background species now correctly matches the population of their home colony.
- fixLeaders: Starting leaders will no longer hold ethics that the empire does not have (e.g., Spiritualist empires won't produce Materialist rulers).
